Underlag för upphandling

Teknikupphandling är ett styrmedel som främjar utveckling av ny teknik. Av avgörande betydelse för att nå ett framgångsrikt resultat i en teknikupphandling är möjlighet att utveckla ny teknik alternativt förbättringspotential för befintlig teknik samt att det finns en marknad för den nya tekniken.

Målsättning

Målsättningen med en teknikupphandling är att skapa en marknadsdriven utveckling. Den nu aktuella upphandlingen avser rationella lösningar för förbättrad energiprestanda (isolering och lufttäthet) hos ytterväggar och fasader för befintliga flerbostadshus byggda 1940-1975. Lösningarna ska kunna produceras och monteras på ett rationellt sätt, vara kostnadseffektiva och ha en låg miljöpåverkan ur ett livscykelperspektiv samt vara beständiga vilket innebär lågt underhållsbehov och låg risk för skador.

Omfattning

Teknikupphandlingen omfattar ett fullständigt system för tilläggsisolering av yttervägg inklusive fönster och ny fasad. Beställarna önskar kunna välja fönster varför kostnaden för själva fönstret som ingår i förslaget ska särredovisas i anbudet. Anbudet ska omfatta utformning och projektering, tillverkning och montage av systemet. Utöver de krav som beskrivs i kravspecifikationen förutsätts ett fullständigt anbud omfatta ett i övrigt komplett och väl fungerande fasadsystem som uppfyller gällande byggregler vid ändring av byggnad såsom varsamhetskrav, tillgänglighetskrav, brandkrav etc. D v s gällande lagar, förordningar och föreskrifter ska uppfyllas.

The Technology Procurement

Technology procurement is a measure that promotes the development of new technology. A factor that is crucial to achieving successful technology procurement is the possibility of developing new technology or the potential for improving existing technology, and the presence of a market for the new technology.

Objective

The objective of a technology procurement produce is to create market-driven development. The present technology procurement relates to efficient solutions for improving the energy performance (insulation and air tightness) of exterior walls and façade of existing multi-family dwellings built between 1940 and 1975. The solutions must be able to be produced and installed in an efficient manner, be cost efficient, and have a low level of environmental impact from a life cycle perspective. In addition, they should be durable, which means having little need for maintenance, and carry a low risk of damage or injuries.

Scope

The technology procurement includes a complete system for the application of additional insulation of external walls including windows and new facades. As purchasers want to be able to choose windows, the cost of the windows that are included in the proposal should be separately reported in the tender.
The tender should include the design and planning, as well as the manufacture and installation of the system.
In addition to the requirements described in the requirements specification, a complete tender must include a generally complete and fully functioning façade system that complies with applicable building rules for changes in buildings, such as precautionary requirements, accessibility requirements and fire-related requirements. This means that applicable laws, ordinances and regulations must be complied with.
